Being in the top 1% should be a requirement for any top government position(President/prime minister/minister/secretary of whatever etc), and being in the top 10% should be a requirement for any executive bureaucrat position......

I doubt that more than 1%(at best) of the people in these positions in the last 50 years would manage to meet this requirement(regardless of country...)

It should also be illegal for any politician to have an hourly wage above the most common hourly wage in their country(no exceptions)...
