The article mentions that Greenburg is pleading down from 30 charges to 6 in exchange for testimony against Gaetz. That seems like a big enough reason to embellish stories about him to prosecutors.

And only one charge against greenberg has anything to do with sex/solicitation. Rest are mishandling of funds.
