In some of these cases there is a familiy member cashing the checks or had the bank information changed before the parent died so direct deposits go into a different bank account. The SSA will want that money back if they catch people doing this.
I would wager a lot of elderly people die with no heir and their social security money is just collecting in a bank account that no one will ever know about. Then it will probably get hit with idle fees by the bank.
No one is going to tell the governemnt they are accidentally getting free money.
Unless the people died and were buried in the backyard, you're theory doesn't hold water. Social Security is notified by the funeral home immediaitely. My spouse died Saturday night. Monday I called SS and they told me they already had been notified. The check he would have recieved Wednesday had already been stopped.
If there are dead people on the rolls, the deep state put them there, not a bunch of greedy relatives.

I'm sorry for your loss. I agree with you, in most cases, the funeral home takes care of that step immediately. Someone put them back on the rolls.
