Not sure, but it wasn't Q. Someone said it came from Dave and X22 in a podcast where he said the first arrest would shock the world. Somehow this morphed into something Q said..

Its simple really, it emerged out of the twitter meme war. Ever played that game where someone whispers something into your ear then you pass it to one person then that person passes it to the next and so on until by the end it is something totally different? Yeah, I believe something like that happened.
