There's nature (genetics) and nurture (training). Genetics plays a big role in all kinds of skills and abilities. So, if they select and breed (or clone) according to desired genetic predispositions, the offspring are more likely to posses those predispositions. As for nurture, training can further develop these predispositions. Another interesting topic is cellular memory, which, if it's a real thing, could give the offspring a jumpstart because they would gave innate knowledge of the required skills which would lessen training time and allow further development of the offspring's skills.
