When I lived in NC, FEMA was handing out disaster relief checks like candy. All anyone had to do was claim some damage to a house, boat, car, and they got a check; no accountability at all. When it comes to the Federal government, if there is a pot of money pegged for something, they WILL spend it in that fiscal year. If they don't spend what is budgeted (and they usually go over just a teeny bit) they will get their funding cut the next year. The Federal government has the most insane "business model" possible. If any private business ran itself like the Federal government, it would be out of business within a couple years.
