Q never said the "first arrest will shock the world."

Q said "THE TRUTH will shock the world."

Why do people get it wrong?

Closest thing to that would be "First arrest will verify action and confirm future direction."

The line before that, "First indictment [unseal] will trigger mass pop awakening" (post 3716 & 3717 repeated for some reason)

I'm assuming a mass population awakening could be considered a "shock". Poetic license being used I guess.
