A ew jail was built downtown eventually, meanwhile DUI and traffic ticket scofflaws camped out in these tents on the grounds of the mental hospital, Good fence and these are not hard-core types. So it is not the greatest thing spending the summer in a tent without real AC, but Arpaio's philosophy was that jail should not be pleasant and he didn't want to see people coming back. Most didn't. I think it would be better than being in a real jail.
Yes DUI punishment philosophy is that it should be so severe that a first time offender never makes the same mistake twice and if they do they’re an alcoholic and need serious treatment- source - been sober in AA for over 20 years and have so many friends with DUIs it’s crazy lol

For some reason the inmates were issued pink underwear. I can't remember how that started. Arpaio was always looking for a bargain, it could be that simple. However, it turned out to be a prison stigma, like wearing stripes (btw it's the downtown hard guys who go out in the stripes and ball and chain gangs. They clean up along the highways and they love it, they get to be outside.). Once people started tut-tuting over the inhumanity of making people wear pink underwear that would only be seen if they were the saggy pants crew, and demanding that he stop, he said nah and started selling pink underwear as a novelty item, thus making a little money for the jail.
