No, he doesn't say that at all.

He is saying that by vaccinating a large percentage of the people against Covid-19, the virus is evolving to beat the vaccine, and will then be able to re-infect everybody, not just the vaccinated but all the people that already have immunity due to prior infection.

He is not saying that any one person will be in a better position based their vax status.
