I think it's general encouragement that we the people are part of the plan and our "scene" is coming up, so make it our best performance.

Think about what an utterly disappointing ending it'd be to this movie if the military just swooped in, arrested everyone, and told us what to do next. Q wants to see us awake and in control, to know our power. Flynn is encouraging us to start that process and not be afraid.

The message is aimed at people who are hesitating and need a little push.
