Interestingly, sniffer joe did speak to ND graduates on May 15, 2016. They even gave him a medal. I wonder what changed?

Well that’s interesting. That adds weight to my supposition that it was set up purely to give him an out so he has an excuse to not speak to the public. That would surely be a circus if he did.
