If you are asking me to explain God's thinking, sorry that is above my pay grade. LOL I am just throwing out an idea here. I have no proof and as far as I know, no one else talks about it. That right there may tell you what this idea is worth. :)

Here is the idea... I believe the story of Adam and Eve is true. Something shifted when Adam and Eve ate from the Tree and then blamed God (and The Devil) for what they did. Up until that point they had direct communion with God. (The dimension of truth) Did they get removed from one "dimension" into a new dimension? In this dimension, we can communicate with God but there is a barrier to that communication. There is also another dimension where 1/3 of the angels are. They are known as the fallen. We are also able to communicate with that dimension. There is a barrier there as well. Our dimension is outside of those dimensions yet very close.

That fallen dimension is not a place of punishment as everybody seems to think. It is a place set aside for those who cannot accept the truth. In a way, it is a place of mercy for those that refuse to accept mercy. It is a place where truth does not dwell. Eternal beings that cannot live in truth must be someplace else. That place (dimension) by its nature is dark and without light, without hope. Not because God made it that way but because those there have chosen that way. For humans, hell is the same. It is not a place of punishment but a place of mercy. A place for eternal beings to be when they cannot live in the truth (truth dimension). it will be a bitter place without truth and light, maybe even without hope. We have free will and it is always our choice It is a place (dimension) where truth does not exist.
