Of course it was deliberate. The DS knew that while this was contagious, it wasn't as deadly as they had hoped for. So early on they sent people back to nursing homes to increase the deaths and bump up the fear factor in the rest of America.
Remember there were cases of this before the general public knew about Covid, but it didn't get truly recognized until the nursing home in WA started seeing multiple deaths.
These people are evil.
