So I had done some dig on this and I had realised that Joe and Jill were seeing each other before the accident. Also a lot of inconsistencies in the police report and the details of the accident.

Fact that Joe/Jill might have caused the accident - wow, I am not even sure why I am surprised. Entirely plausible. Infact, if they wanted to take Neilia out of picture with a car accident, I cannot imagine another way.

It is possible, just possible, that they were trying to stop her but ended up killing her, but as far as I am concerned its all the same.
