Civil authority was passed on to General Winkelman, and he surrendered unconditionally to the Germans, leaving them civil authority 100%. Meaning, the Netherlands became a province of the German Reich, as the only country in Europe.

During the 1940 - 1945 a Reichskomissar was installed. According the the Dutch Supreme Court all his decrees were legal.

There exists no peace treaty between the allies and the German Reich and so, no peace treaty between "the Netherlands" and the allies.

Most Dutch will think of the period 1940 - 1944 as a terrible time. Actually, it was quite good given the reports Reichskommissar Seys Inquart had sent back. Only the winter 44/45 was terrible as logistics totally went down the tubes, and the allies bombed Rotterdam, the dikes in Zeeland and the bridges at Moerdijk and Arnhem.
