I think when comms are picked it's just because they're useful to relay a secret message.

For example, in Japan they use the tiger to get around censorship. The tiger is a stand-in for Trump. Since You Tube started wising up to that they also use the character "Rikuman" who is very well known. Rikuman has zero to do with Trump yet he's become a symbol of Trump supporters in Japan the same as Pepe the Frog is for us.

I think cicadas were chosen because they work very well as a coded message for the GA. Just like Pepe only in the past four years became a symbol for a Trump supporter, a cicada may be a more recent one.
