Depends on how you see it tho.

2021 Joseph R. Biden 42ºF Mostly cloudy and brisk. Winds gusting around 28 MPH at noon. Snow flurries around 11am, but over before swearing in ceremony.

2017 Donald J. Trump 48ºF Cloudy. Sprinkles at swearing in ceremony; light rain at start of parade. S winds around 5 mph.

Technically true lower temp. However higher winds can really affect how you perceive the weather which is why the news tends to have a "feels like" temp. Snow vs. sprinkles. 28 MPH vs 5 MPH. I've never dug into inauguration personally.
