Actually it was a collaboration being done by Emory University, UNC and one other (I forgot which one but I think Harvard). The NIH sent them all a notice regarding their gain of function research back when Trump was running for President. It pointed out this research was not compliant with the international laws banning such research.

When it looked like Trump might actually win, they shut down the research and moved it off-shore to China. Guess who was in charge at the time?
