Unless the Federal government is found to be in breach of contract. Then they can say and do whatever they want. Perhaps a new corporation can be contracted to provide governmental services and Trump is the president of that corporation and this action is backed by the military.

Remember that the corporation that operates under the contract that we call the Federal Government has changed numerous times over our history. The definition of Federal is 'contract'. So when you think of Federal Government, think Contract Government.
