I think Revenge of the Sith is a top 2 Star Wars movie.

I would put it: Empire Strikes Back, Revenge of the Sith, A New Hope, Rouge One, Return of the Jedi, Attack of the Clones, Phantom Menace.

I refuse to put Episodes 7-9 as cannon.
