This may mean that antiviral drugs will be needed to stop such outbreaks.

Of course, Big Pharma has candidate antivirals in Phase III trials now. So WHO will just listen to Big Pharma and tell everyone to never touch Ivermectin, because it's a generic and Big Pharma can't profit from it unlike those wonderful patented stuff.
