I, Peter Strozk, have worked for various governmental agencies as an network engineer and consultant, I know for a fact that MAJOR upstream internet backbone providers certainly have the ability and functionality to create pcaps of this nature and do so all of the time.
No doubt the Fed's/Military have this capability post 9-11 via CALEA.
My big issue with all of this is chain of evidence based, WHO capped the traffic, and why are they not presenting it as evidence.
If this was in-fact either a Mil/Fed operation, then I would argue it is ABSOLUTLEY INCUMBENT upon them to come forward publicly with the information.
