So their taking the idea of Doctor Frankenstein, and the ideas and plans of the most insane members of the Bioweapons programs of World War 2 and the Cold War and smashing it all together.

Fun fact. The Soviets spent an unhealthy amount of time and money trying to develop Ape-Human hybrids as part of a Super Soldier program.
