OK once again....

Is it customary to capitalize "Ten Trillion Dollars" like that?

Or...was it maybe done to reach some specific NUMBER of uppercase letters in the message?

It is common, typical, standard or ordinary for busy executives to make this calculation of capitals in message after message after message? Or is there perhaps some sort of deeper meaning involved?

Things that make you go Hmmmmmmmmmmmmmmmmm....
