Theta Network has a decentralized streaming platform right now. The data never touches a centralized server owned by anyone. Blockchain is used to reward "miners" doing the transcoding and sharing bandwidth. It doesn't have Video on Demand but it might in the future. (Note: theta.tv is not the decentralized service I speak of, that is their in house twitch type platform curated by them. The decentralized streaming is only on their Edge Node application)
Livepeer is another project working on video distribution with integrated blockchain. Cudos is also another one.

There is no way that any corporate servers wouldn't be taken down by the state or rich corporation too. File sharing is only option to have free internet.
Even I2P works that way - people seed data. The difference is maybe how it is seeded. And no - seeding it all by all is not needed to succeed.
The difference between seeding videos this way and seeding it using blockchain "money" as possible reward is small,almost none.
There is no way that "using blockchain" allows to keep data in eternity.
