I don't see them word "running"....

I chose to interpret that as:

When the commie autonomous zone in the white house has been gitmo'd imma bend fac3fu6k Zuck over my knee and beat his ASS like the spoiled technocrat he is."

But running..2024?....nah, that's not what I got.
