The timing of the notice is awfully suspect. If there were going to be an exercise at the capital, you'd think they'd give more than 2 days notice. What the timing tells me is they alerted the public at the last possible moment as to not cause alarm but also to still "inform" the public of their "routine" exercise so many will think it's nothing. To me this indicates it's something much more.

It's also a big middle finger the establishment to make them uncertain and lose a couple of nights of sleep over it.
