No, the cages usually are just cages and technically, a tinfoil hat should be called a Faraday shield but the idea is the same. The cage equalises the voltage at every point on the cage because it is metal and it conducts. Consequently, everything inside the cage is at the same voltage.
A cage will have holes or gaps and if the electromagnetic radiation is of a sufficiently high frequency then it will still have an effect inside the cage.
I have had this happen since my apartment building took out all the old telephone wiring and installed 5G a couple of years ago, whether we had authorized it or not. I found a correlation between sudden, debilitating migraines w/nausea and headaches that I experienced since then. I found it strange and had asked clients and friends since then if they had an “episode” at the same time. About 90% said yes. The most severe attacks occurred with those of us who had had to have a MRI of our head at one time or another. I don’t know if this is relevant, but is my empirical knowledge. I am a nobody, so this being “targeted” is a crock of poo.
