I couldn't believe that Maricopa County, contracted with this vendor, for at minimum to "create" military ballots that were mailed in. County would send over the mailed in to be created (ballot form, bubbled in) at runbeck, and then sent back to County to be scanned. This lack of chain of custody is disturbing. They may have dealt with more than just military or overseas voters.
