I think the vaccine passport 'win' was only about the government not requiring it for attending events, such as concerts or football matches etc. I think they are still going to require it for international travel. And we know how they slow boil the frog, so perhaps it will indeed be needed for events too in the near future.
There was never anything more permanent than a temporary government measure.
