Saw part of it on Richard Citizen Journalist, it could have served a few purposes. A distraction to other habbenings and/or a message to the good/bad guys starting a plan or sending a message. Given the helos are pointed AT the capitol building and not away from it I would say it's a message to bad guys. Plus it had the added benefit of spooking Kamel-Toe into trying to run.
