If I remember correctly, in the initial excuse of this being an exercise, they said that this was some combined forces exercise, including capital police and federal resources. Not saying that this isn't prep for habbenings, or potentially happenings starting right now, but the helicopters themselves do not necessarily go against their narrative, to be as cautious as possible.
