This all goes back to Arpaio's tenure. He would find illegals and bust them by looking for target-rich environments where many would be hanging around together. Like the parking lots at Home Depot and Lowe's. For as long as those stores have been around, there have been a flock of mostly Hispanics hoping for day work. But not all Hispanic, and not all illegal. This worked so conveniently for contractors that it was a local institution. So deputies would go in a bunch and bust the laborers, easy to make a big score. Easy target for activists too, because we have freedom of assembly and it was pretty hard to defend against the charge that they were being picked on for being Hispanic. Thus, long years of lawsuits over racial discrimination, and eventually the Sheriff's office was told to eliminate racism, show a plan, follow-up, etc. This was the basic issue which cost Arpaio his office. Anyway, it goes on to this day, Penzone was supposed to show how the MCSO has improved, and he hasn't. Thus he is in contempt of court.
