It was never in e-juice, it was always in THC carts.
When people make THC carts they are stripping resin from the flower, which is a very thick oil that isn't the right viscosity for vape carts (too thick). When you make the carts you thin out the oil with terpenes (flavor) and if it's still too thick you don't keep dumping expensive terps into the oil... you use a cheaper liquidizer (usually PV or VG)... but in these cases someone was using vitamin E oil based liquidizer and that is what caused the lung illness.
