If you have not read The Hunger Games Trilogy (highly recommended) or seen the 4-film series (recommended) I won't give away the ending, but will hint that, after all is said and done, Katniss realizes who the real "real" enemy is.

What is not fixed, and is constantly changing, is when Q acts in the role of a counter-insurgent and when Q acts in the role of an insurgent.

In the Hunger Games books and movies, once Katniss realizes that the world she lives in is no different from the arena she was forced to kill to survive in, recognizes who (metaphorically recognizes what) the real "real" enemy is an deals with it "effectively."

For professional actors, when the chains of illusion are struck, the transition from dark to light will be much more traumatic than enlightening compared to what normies will experience.
