The Garland argument is flimsy at best. The DS always tries to play the race card and proclaim minorities are being disenfranchised. After a ballot is processed no one knows who cast it, you can’t disenfranchise a piece of paper.
How can there be a civil rights violation when a ballot is 100% fake? Or if there is no ballot, but miraculously there is a digital vote? Or an electronically adjudicated ballot was incorrectly, possibly willfully, misinterpreted? In that case there would be a violation by the person doing the adjudication.
Additionally, if they truly thought black people were some idiotic creatures that can't even get a voting ID, they could offer programs that they can sign up for (whilst enacting a law that prevents people from signing anyone up in any circumstance)
