This article makes no sense.

The US Park Police are the ones who cleared out Lafayette Park. Say what you want to about Mayor Bowser, but she is not in charge of the USPP.

This USPP acted on the orders of Bill Barr. So both the original supposition that it was ordered by Trump and this attempt at revisionism saying it was ordered by Bowser are both wrong.
