San Francisco is pretty high up on the list. It's more of a passive shithole. They won't fight you, they will let their criminal network of illegal aliens and drug addicts rape, steal from and murder you. They then pay their criminals for their service by legalizing theft from all of those people and companies that are complying with their mandates.
