By authorizing the vaccines on an "emergency use" bases, he made it impossible to be mandated for everyone, possibly saving millions more lives. The drug companies are the ones who vouch for it's safety and efficacy. Obummer, I believe, is responsible for the legislation that disallows suing pharma for adverse effects from their vaccines.
