I have absolutely ZERO idea what this means. Maybe... just MAYBE... a modicum of explanation might have made understandable, but alas, that was not to be.

Would anyone else like to put this in context and provide, perhaps, a scintilla of explanation? Anyone? Beuller? Beuller?
