Yea I think that's the thing, they all happen in pretty bland or impoverished areas. It's the perfect cover for testing because no one really cares to dig much deeper into it. Hell, even more recently with the insane wildfires that have legitimately been tied to arsonists. I still think HAARP is under gubment control even though it's been 'gifted' to U of Alaska.
