I can believe this is the meaning, but there are so many possibilities. But this one makes sense. It is a fake shortage - meaning man-made.. https://californiaglobe.com/section-2/ca-reservoirs-filled-to-top-in-2019-being-drained-by-state/ A 5 year supply drained into the ocean on purpose to save the fish. Unfreakinbelievable. More like, another manufactured crisis to control the masses. Plus, cause a food shortage since farms are cut off from water. Meanwhile, the chicoms and Bill Gates own the 'other' farmland in the US.
