Well it means that in potentially every case they were FBI operatives...

They were almost certainly working for the FBI.

The source quotes are LOADED with weasel words, yet Tucker turns them into certainties.

Reading the article (from my obviously skeptical perspective), it reads like there's a big question mark regarding unindicted co-conspirators in an ongoing massive investigation, and Tucker is putting two and two together, making it the FBI, and unleashing that moral panic flamethrower I loathe him for.
