A few White Hats in key positions is all it would take to cause a delay. I'm fairly well convinced the White Hats are comprised of JSOC operators - 1st SFOD-D (Delta), Devgru (SEAL Team 6) and an army of Booger Eaters (cyber intel nerds) along with everything in between including civi contract operators (think Erik Prince's people). With that pool of talent to pull from it would be easy to covertly slide people into key positions.
