Given he’s also apparently “has extremely embarrassing and damaging information about our intelligence community”.

I’d say he probably hedged his bets and went to the people that he didn’t have embarrassing and damaging information on.

exactly, he just didn't wake up one morning and say to himself ' i think i will defect today ' he has a daughter attending school in CA. this was planed out to the ninth degree. something the bumbling DS could not have planned .../!
