They showed a bunch of confused legislators that they really do have the authority and means to do it. That was Rudy and Sidney and Lin screaming at them and stirring up constituents. Then they showed how to do it in a legal and transparent way. I think just leading the way is huge. I also think that they will be done faster than they say and are being generous with their estimate. It is also imo a strategic benefit that others get well started before AZ ends.
