I'm not buying the accidental leak. I think people are saying that as a last position before admitting deliberate leak in Wuhan, at an effective time and place.

That's because of the implications. It's a huge act of war which has to be answered. The timing of admitting this act of war and being forced to respond is important in the plan IMO, as it determines the manner and success of the response.
