It is not difficult. The spec is public domain and there are all kinds of software programs available to generate QR codes showing that many have done it.

When I voted and saw the QR code, I thought about snapping a photo then taking it home and decoding it with a scanner. I kick myself for not doing it, but the polling place was virtually empty and an election person had nothing better to do than watch me.
