Israel has recently threatened to destroy the Bushehr NPP. Destroying an operating critical reactor is much different - worse - than destroying a shutdown reactor. The difference between Chernobyl and Three Mile Island.

Iran is making a humanitarian sacrifice by shutting down Bushehr to minimize the catastrophe when Israel bombs the shit out of it.
