People have been telecommuting for the last year. I'm pretty sure they still are. While DC is not what it normally is pre-pandemic, it's far from shut down. There are lots of video of people going in and out of buildings, of traffic, etc, all around the city. Watch penguinsix's videos on YouTube and you can get a good idea of the amount of people in DC right now.

My college buddy is in DC working with politicians. They’re still there. It appears there’s a lot of renovations however.
